Zero-config GitHub Action that scans AI agent PR diffs for regulatory compliance patterns including EU AI Act, GDPR, DORA, NYC Local Law 144, and 12 code patterns covering LangChain, CrewAI, AutoGen, MCP tool definitions, and biometric identification. Maps matches to Bidda compliance nodes. Advisory only, never blocks PRs.
